BARANGAY SAN FERNANDO
North of the poblacion and contiguous to barrio Dalakip in Angadanan Nuevo is barrio San Fernando, which was formerly part of Barrio Dalakip. Soon after the war, the place became the haven of cattle rustlers, and, in effect, people would always flock to this place in search for their lost animals. Hence, when the barrio was formed it was called “San Fernando”, the name of the saint who is the patron of lost things. Present generations rejected this bad impression as it will demean the honor and prestige of Barangay San Fernando.
The founder of Barangay San Fernando was Dionisio Santiago. In 1950, this barangay was still part of Dalakip, Angadanan Nuevo. At that time, he was the barrio lieutenant, the time when all the barrio lieutenants of Angadanan were detained in Del Pilar by the Philippine Army for a period of one week after the burning of the municipal hall of Angadanan Nuevo by Huks.
Immediately after Santiago’s released, he sought the assistance of then Alicia Mayor Glicerio Acosta to assimilate his sitio San Fernando to Alicia and was forthwith accepted and approved by the mayor.
Teniente del Barrio Dionisio Santiago immediately went to Mr. Santos Munsayac to barrowed three hundred pesos intended for the celebration. Mr. Munsayac gave the amount on one condition that the newly formed barrio be named “San Fernando” in honor of his mother with surname “Fernando” and “wala ng utang”. Teniente del Barrio Santiago rejected the offer but thru the intercession of Mayor Acosta’s group and the Municipal Council, he was persuaded and convinced, “hindi raw bale mayroon naming SAN, representing Santiago, so it was named as such and solemnized by Father Almiron on April, 1950.
The leaders of the newly created barangay had thought of creating a resolution to open a road leading to Alicia to give a better access for the people residing at the barrio. After the resolution was duly approved, they sought the approval of the land owners to donate part of their lands which be traversed by the road system. And when the road “right of way” was duly approved, the barangay folks have a good road connecting to the town proper and nearby Dalakip.
When the Aquino administration came to power in 1986, all barangay officials were changed. Election of new Barangay Captains was set up and wined by Mr. Federico Ayap followed by Mr. Andres Gonzales. During the leadership of Barangay Captain Andres Gonzales, the barangay was starting to improve for the better. The barangay now owns a permanent barangay hall and health center, constructed a community center and waiting sheds in every puroks from the support of municipal government under the leadership of Mayor Ramon Reyes. When the next election came, Mr. Tranquilino Julian became the next Barangay Captain now called Punong Barangay. Under the administration of Punong Barangay Tranquilino Julian, the Barangay was transformed into a model barangay and as a proof of his excellent performance; he won in the three consecutive barangay elections, (1997-2002; 2002-2007 and 2007-2010). In his administration they were able to build a two-storey barangay hall, expenses coming from the municipal assistance funds and barangay funds, a multi-purpose community center with basket ball court inside was also built. The new edifice was constructed on 1,200 square meter lot donated by Mr.Teodoro Julian and Florentina de Guzman along the provincial road leading to Dalakip, Angadanan. The old barangay hall was converted to Tanod Office, Health Center and Day care Center.
The Present Administration. Punong Barangay Romeo S. Ramirez took his office on December 01, 2010 and finished his three year term up to November 30, 2013. During the term of Punong Barangay Romeo S. Ramirez, the Barangay continuously rolling into progress; almost 60% of barangay roads were concreted, funds coming from the assistance of LPGMA Partylist, Department of Agriculture and provincial government aid . The barangay was lighted by installing street lights every 500 meter distance and all waiting sheds were maintained. One of the legacy of Punong Barangay Ramirez was the passage of an ordinance creating the official seal and logo of the Barangay.
The Leaders. The first Teniente del Barrio of Barangay San Fernando was Dionisio Santiago, succeeded by the following: Eufemiano Bueno; Mateo Antonio; Bibiano Sevilla; Ciriaco Alvarado; Romulo Ramirez; Rafael Julian Sr.; Romulo Ramirez (Martial Law years); Federico Ayap (Appointed during 1986 EDSA Revolution and elected Barangay Captain after restoration of democracy 1986-1992) Andres Gonzales (1992-1997); and Tranquilino Julian (1997-2010) and now, Punong Barangay Romeo S. Ramirez (2010-up to present).
Mabuhay at pag-palain pa ng ating Panginoong Hesus ang Barangay San Fernando. nais kong pasalamatan ang mga taong nag-pursige upang maging ganap na Barangay ang ating mahal na barangay. Long live San Fernando, Alicia, Isabela.
